the CG-Lock
This is a CG-Lock. Its the shiny thing on top of the seatbelt tongue.

At the top of the picture, you can see the thumb lever for adjustment.

The top
The part with the writing is the slide. Push it toward the metal tab on the tongue to engage, push it away to disengage.
