This sounds like FUD to me.

There is an unwritten rule among politicians throughout the world that
they do not conduct assassinations against each other. Perhaps, realizing
that their current tactics are not working, the US is planning on changing
this policy and using this "Georgetown Scare" as an excuse to do so.
