Can someone suggest a source for getting clued up?

My interest is philosophical/political, my understanding of cryptography is
fair to middling, but I can follow good explanations.

Suppose I wanted to put up content which the authorities here in .hu found
objectionable. Could I do this anonymously? I mean, worst case scenario is
.hu authorities get service discontinued, but they don't get info on author.
