A sombre Jean Chretien, the Prime Minister, said he was shocked by the
shooting deaths of 15 people at a suburban Denver high school.
``Unbelievable, very shocking,'' Mr. Chretien said as he entered a Liberal
caucus meeting. ``There's not much you can say, but it's just terrible. It
happens, unfortunately, a little too often . . . It's so crazy.'' Allan
Rock, the Health Minister who tightened Canadian gun control laws during a
previous stint as justice minister, called that policy a step in the right
direction, but no guarantee against tragedy. He noted, for example, the
recent incident in which a disgruntled employee shot and killed four workers
at an Ottawa bus garage. ``Obviously, laws by themselves aren't sufficient
to prevent tragedies from occurring,'' said Mr. Rock. ``I think we've taken
a more effective approach here in Canada with the laws we've adopted, but it
takes more than just laws to prevent situations like this . . . It's an
enormous tragedy and a great loss, and our hearts go out to the parents.''
Mr. Chretien expressed similar sentiments. ``I've always been committed to
gun control,'' he said. ``Even with gun control we might have some problems,
we've seen that here in Ottawa . . . But at least with less guns available
you have less chance of seeing tragedies like that.''
