Well they have to do something otherwise they will be blamed for that as
well. If they do nothing then they
are uncaring or if something similar occurs they didn't take proper action.
If they take some action then
they will incur the wrath/anger/indignation of others who may feel their
personal choices are being
comprimised.
Reaction needs to be thought out with care and sensitivity.
