Y2K problems

Not quite.  Even then, or especially earlier this century, DOB would have
required a century.  OK so it is a moot
point but it is still there.

Also here in the UK you can get your driving licence at 17 (learners, 16
for motor bike) and it is valid to your
70th birthday, special rules after that.  So in the sixties and seventies a
system would have to cope with people
born in the 1800's and those with licences to expire in 2000+.

OK it's a moot point and yes there where hardware restrictions but there
should have been planning even then
to cater for the situation even if it was not possible/practicable to
implement at the time.  That is the weakness
in the implementation should have been noted and documented.
