I have to say I agree: if you could just walk in with a $20 bill and walk
out with $20 on a smart card, more people would have given the system a
try. But the potential of the pilot was still limited by the fact that
you could only use the cards in shops (e.g. Starbucks), the least
interesting place to use e-cash. No internet, no mobile phones, no TV, no
kiosks, no parking meters, no BART tickets etc etc.
