I would agree.  They only give us liberty or justice if we enforce
the contract.

Unfortunately you're dead (sorry) wrong there.

Unless you count post-nationalist China, Nazi-era Germany etc as
democratic countries the count is something like:

Nazi's (depending on who you believe):  6 million
Stalin and Company                   : 20 million
Mao and Friends                      : 65 million
Khmer Rouge                          :  1 million

                                       ----------
                                       92 million

And thats just the citizenry.

Democratic (whatever that means) nations have certainly killed their
share, but those are some pretty impressive figures.

Don't count on it.  When Marines were quizzed about disarming local
civilians I believe somewhere around 20% said they would try.
