Do you have proof of this?  If you do, I'd like to see it.  Otherwise, it's
heresay - whether you & I choose to believe it or not.

Remains to be seen.  I doubt that the actions of certain branches are
sanctioned at all the levels they should be, although it is no secret the
CIA has engaged in this, in order to fund itself, or as a continued tactic
of the socializing of AmeriKa.
