does anyone know whether or not this is a modified/enhanced version of
the mechanism described in patent 5,418,951 (of 1995) ?

if so, the basic mechanisms is surprisingly simple. a working
implementation of this can run in one or two thousand lines of C code,
though runtime requirements, especially on memory, are prohibitive
without optimization.
