Won't work. Of course the car will refuse to operate if the device does not
receive regular pings from the transmitters that will be installed along
California roadways. (The mandatory GPS receiver will be used to determine
when the car is outside California, off-road, or in areas not yet outfitted
with roadside transmitters and therefore should not expect any pings).
