CheckPoint FW4.1 Nat question.

help me:

I have a question about CheckPoint FW4.1 NAT. When I config a static nat, I 
can ping from internal pc to external pc, but I can't ping from external to 
internal Nat pc.
The log viewer show:

rule   
external_network_card(firewall)  accept    external_pc      internal_NAT_pc   
2      icmp
internal_network_card(firewall)  reject    external_pc      internal_NAT_pc   
0      icmp

Why internal network card of firewall reject the icmp packet with the rule 0? 
What's the rule 0?
