That's what I thought too until a couple of weeks ago. Then I found out
that there's no server implementation for Windows, only client 
implementations :(

(Yeah, there _are_ apparently a couple of home brew SSH servers running
under windows, but I don't think that's something that I'd install
on production servers.)
