RE: Comcast at Work internet cable access

I am told that we only have out bound ability and inbound due to have we
want the access programmed.  Can this be done by the provider of the cable
access?

Well, you share your link with all the other folks on your segment, and
there is typically no IDS or anything in place to monitore
"inter-customer-chicanery".  It is really not that different from getting
a T1 from whomever except that you don't typically have to worry about
curious probing from your neighbors.
