Depends.
 
1. Are those users using Win95 and/or WinNT?
 
2. Is this just going to be for occasional Internet access?
 
3. What sort of control do you want to place on that Internet access?
    (i.e., is it going to be unlimited, HTTP only, restricted to certain
sites, etc)
 
I'm running MSP2.0 and I'm quite happy with it, but for only 1/10th of
your user base :-).
