Hmm - I guess it is trying to connect to 'localhost' which is normally mapped to 127.0.0.1.  You have to connect to the IP address where the firewall is loaded: this can be either it's internal IP if the GUI is running on a different machine e.g 10.10.10.1 or the loopback address if the GUI is on the same machine ie 127.0.0.1 - sometimes this is mapped with a hosts file.

I believe that Active Security needs certificate authority and certificates to work.  I;d get the firewall running first and then worry about it: Active Security is new and I haven't played with it yet so you probably want to see the docs ;-)
