Query on firewall coding

Hi all
i have written a small packet capture program which interacts with
NDIS to read and send packets to the network.
I have also written a filter that filters the packets based on the
constraints that i have set.
My problem here is that the filter works only for the application that has
installed the filter and not to all other applications running on my
machine.
ie: i want to know how to write a program that affects the filtering to all
applications on the machine.basically like a firewall.
I have used windows API for the programme.(c++)
if any one could clear this for me i would be extremely grateful.
