[FW1] Netstat question

Just a quick question, hate to sound foolish.

However, should I be concerned with the output of netstat on an nt machine?

Since my first 2 rules drop all firewall destined traffic anyways, it would 
seem to me that before the traffic gets to the layer netstat lives (3
right?)
that the firewall whacks it.

Right?  Guess I would rather sound dumb that not sound dumb and screw up.
