[FW1] Cannot connect to Server

Installing version 4 on NT SP4.

Cannot seem to get the security policy editor to work - keep getting "cannot
connect to server". Am running this on the NT box itself. Documentation
talks about adding allowed users - I cannot seem to find where to do this.
Under the Firewall 1 config I have Licenses, masters,external i/f etc but
nothing about valid users. The license I have is "stdlight25".


I have licensed the firewall, given the external interface the correct
address, however I do not have the external interface connected (yet) could
this be the cause?
