[FW1] [fw1] Letting out this application

I couldn't get this one custom application to connect through the firewall
via the Internet  onto a secure https using port 444 server.

I tried this rule and still doesn't work. Im getting an error saying unable
to connect, BUT if I used a 
modem that connects to an ISP , it works. 


Source:         Workstation_with_static_IP_address
Destination:   Any
Services:       Any
Action:          Accept

This is placed as rule number 1.

Shouldn't the rule above allow the machine using any application to connect
anywhere and use whatever ports OR
services it needs to connect outside.

The application installed created an icon that shows a property of:

c:\SilverJRunner\bin\SilverJrunner.exe https://158.96.231.225:444/ conrep
frmExtranet.
