[FW1] Stand-In Server local.arp help?

I've got a downed server that gets accessed by external clients, both
dedicated lines and internet.

I've moved the database from the downed server to another server on the
network and now want to route all incoming traffic:

For ip 167.x.x.1 go to 167.x.x.2.  And for external ip 205.x.x.1 go to
205.x.x.2.

Would it work to change the MAC address in the local.arp table?
