[FW1] FW-1 4.0 and NetBios over IP PDC & BDC

FW-1 Gods,

I have a problem with FW-1, I have a ISAKMP/Oakley VPN between two 4.0 sp1
machines.
I can pass any IP traffic between the two networks and it is properly
encrypted/decrypted.  There is no NAT in place and in theory I should be
able to create a BDC on the 172.18.1.x network, but it doesn't work.  I have
added a LMHOST's entry for both machines on the PDC and the future BDC.  The
BDC still says it can't see the PDC.  I have done some packet sniffing and
the Ethernet packets appear to contain the correct addresses.  What am I
missing here?

I am really confused, everything tells me it should work no NAT, pingable
with the 172.x addresses from each machine, proper LMHOSTS entries.
