I hate to tell you this but SR needs to live on one or the other Nokia and it will
not failover ( well not easily or realistically doable). I guess  you could define 2
different encryption domains to dial into on the clients, if one of the Nokia fails
then you have to "dial" the other.  Unfortunately I don't know all the details and
suggest you look at the nokia web site.
