[FW1] Failed to Install Security Policy

When I try to install a security policy to a remote VPN-1/Firewall-1 module
v4.1 sp3 the policy is downloaded ok to the Firewall.  Then when it tries to
install it I get the message 
"Host Firewall could not complete installation.

Installing Security Policy on Firewall failed."

Does anyone have any ideas?
