Sorry but you are wrong about where the license needs to be. In the
previous versions there were some undocumented issues with placing the
license on anything other than the external. With 4.0 this is not the
issue. I have it running both ways equally well. Besides the CA and DH
keys are not bound to a "licensed interface" just an interface.

If you put the license ont the Internal Interface, you won't be able to do
VPN,
it is necessary to put the license on the external interface to do VPN
In other case, I don't really know,
maybe there is no matter to chose the Internal Interface
