[FW1] router: No license

Okay, here goes:

I'm modifying my rulebase on a FW-1 4.0 on a Solaris 2.6 system.  I've been
doing this weeks.  Suddenly today when I try to install the rulebase, the
dialog box comes up with this:

routers: No license.

I'm not trying to install it on my routers.  As a matter of fact, I
explicitly deselect the routers when I do go to install it.

Any ideas why suddenly I'm getting this license error?
