maybe you did it already or doen not fit with your problem but
I had a similar things and got it up by following sequence:
1st generate ca on fw A
2nd install policy on A
3rd generate ca on B
4th Install policy on B
5th generate dh key on B
6th install policy on B
7th generate DH key on A and install.
