No, I don't think you can an explanation from NAV.  I do know that NAV will
withold any transaction if it detects an error of *ANY* kind.  Norton has
yet to explain what this means.  If you are having problems, you can open
your navfw.ini file and change:

TreatErrorsAsRefused=True  (Make this False)


Your Transactions Withheld count should pretty much disappear.
