[FW1] Failed to install Policy

Hi, I am trying install policy on Firewall module ver 4.0 with SP4 on NT with SP4 as well. I keep getting the error message:
Authentication for command load Failed
Failed to Install Security Policy on FW2. Unauthrized action.

I have reinstalled the secrect key using FW Putkey -n command and restarted the firewalls but no lcuk. Any suggestions will be appriciated.
