I've implemented LEA authentication succesfully with SecureView by Verisign SecureIT.  A couple of tricks -- the putkey must be done on the management server first and the shared secret length can only be eight characters (or so I presume -- I had trouble with longer ones).  Otherwise everything worked fine with the same configuration you describe.  It's probably something simple so just keep checking everything.

I'm trying to implement "standalone" scenario..

When i do "opsec_putkey <ip of active management server>", i get "Failed to
initialize authentication with <ip address of active management server"
"Authentication with <hostname of the active management server> for command
opsec failed"

on my active management server i have fwopsec.conf that reads, "lea_server
auth_port 18184" and "fw putkey -opsec" command went without any errors.

on my reporting server/client server, i have lc_rt_lea.conf that reads,
"lea_server ip <ip of active management server>" and "lea_server auth_port
18184".
