[FW1] Blocking HTTP downloading of EXE's ZIP's ... etc

My company desires to restrict the downloading of files that with certain
specific extensions, notably executables (.exe).

I've created a URI the blocks accessing of URLs that end in the offensive
extensions and successfully blocked downloading of files.

But I've also produced the unintended effect of blocking access to the
output of cgi programs that end with the same extensions.

I'd like to find a way to block the downloading of FILE.EXE , but allow the
output of the CGI program FILE.EXE
