I ran into this problem and worked around it by adding my own static ARP 
entries to the registry. 
(HKLM\Software\Microsoft\Windows\CurrentVersion\Run; add entries with 
"c:\winnt\system32\arp -s 1.2.3.4 00-00-00-00-00-00" in the value. (replace 
with your ip and mac address, obviously).

I'll be real interested if backing down to SP4 causes the local.arp file to 
start working.
