[FW1] unexpected authentication after (Build Number: 3096)

We have a number of filter modules controlled by a single Management
console. We have successfully update one of the filter modules with
Build Number: 3096, but when we upgraded another one, it suddenly
started prompting for (non-transparent) authentication before
allowing telnet and ftp to sites that the rulebase indicates should
be in the "authentication free zone". Does anybody have any
suggestions where I should look?
