[FW1] 'No response from server'

I have a problem with FW-1 3.0b (build 3045) :

The firewall runs on an Pentium 166 machine with 64MB of memory, with NT4 
sp5. Managment station and FW-1 run on the same machine.
When I run the security program (rule builder), I am connected to the server 
and all is fine. Upon trying to install new policy on the firewall, CPU 
utilization jumps to 100% for a 5-10 seconds, and a 'no response from 
server' arrives'.

The managment station knows the FW-1's address, and is set up correctly to 
manage it.

Can anyone help ?
