While my situation is a little different than yours, I just went through a
3.0b to 4.0 SP4 upgrade this weekend and thought I would share the
experience.

Platform is NT 4.0 SP3

Have 23 Firewall Rules
Have about 500+ Network Objects

1) Installed the 4.0 CD (SP1).  It took about 15 minutes to install the
product and have it convert the rules.
2) Rebooted the PC
3) Went into the policies and re-installed the rules
4) Installed Firewall-1 Service Pack 4
5) Rebooted the PC
6) Went into the policies and re-installed the rules
7) Rebooted the PC
8) Noticed the Firewall-1 log was not reporting the detail information
9) Stopped the Firewall-1 Services and deleted the log files and restarted
service
10) Detailed information was now being logged.
11) Rebooted the PC

The entire process took about 45 minutes.
