[FW1] Restore of conf Directory

We had to re-install Windows NT on our firewall management station. Prior to
this, we backed up the firewall conf directory, so that we could retain all
of the objects and policy information. I re-installed the management module,
restored the conf files and stopped and restarted the firewall service.
However, when I bring up the security policy, it is blank.

Can anyone tell me what I missed?
