Er, no.
Go to www.opsec.com, fill in the form, and download the OPSEC SDK. In the SDK
you'll find API documentation, example implementations (including an LEA client)
for Solaris and Win32, and more besides.
If you download all of the stuff for Win32 and Solaris you get over 20Mb of
*compressed* archives. Pretty good value for money(*), I'd say :-)
