[FW1] Export fw-1 policies

Hi,

we want to get 2 redundant firwalls, with the same security policies, it's
possible to export the security policies from the first fw-1 server and
import it on an other fw-1 server.
The second firewall have no network connection at the moment (same ip
address of the first and the second ip-address).
FW-1 Version 4.0 Build 4031 on NT 4.0 Server
