A couple of thoughts:

1. Have you defined all interfaces on the firewall-1 object?
2. Have you checked the logs to see if FW-1 is dropping packets?
3. If you could send:
	a. gated.conf file
	b. output of gated dump
   it would help greatly.
4. Do a fwstop and see if the FW-1 box sees the inside cisco's.
