[FW1] no prompt

I'm running 3.0b on an NT box.  I'm trying to authenticate users who telnet.
I have as my first rule:
users@any	any	telnet	UserAuth

When I telnet I see this message:

Check Point FireWall-1 authenticated Telnet server running on nodename

Connected to xx.xx.xx.xx


SunOS 5.6

login:


I was expecting to be prompted for a username and password.  Any ideas on
what I have misconfigured are appreciated.
