You call Company A. You say, "I'm interested in your offer but have
another possibility that I would like to pursue. May I give you an answer
in three weeks?" If they say yes, go on with the interview process -- you
really don't know yet which way you should go anyway. If they say no and
give good reasons why they're under time constraints, make your decision
based on the incomplete decision you have at this point, including a risk
analysis of how likely you are to get an offer from Company B and what the
damage is if you don't. If they say, "No, we don't want to be strung
along," decide whether you want to work for a company that thinks it's a
junior high school.
This ain't rocket science, folks, and the more information we all give each
other, the better off we all are.
